Appearance:The costume
Quite stylish as far as costumes go, particularly when it comes to Rogues and the like, Marco favours a zip up top, close fitted trousers, and a pair of heavy, protective boots. Over this he wears a heavy trench coat, rain proof and sturdy. The colour scheme involves a shade of forest green trimmed with gold. It isn’t exactly a weather themed colour palette but it works for the Weather Wizard.
The Civilian
With dark hair that reaches his shoulders, a skin tone a few shades darker than Caucasian, and warm amber eyes, Marco wears his Latino ethnicity particularly well. He stands at a fair height with an athletic build that favours the lean side of the spectrum -- a thief's build that lets him keep up with his work and move quickly. He also has a scruff of facial hair.
Personality:The Family Orientated Brother
Something that might come as a shock to the heroes and law enforcement used to dealing with the more psychopathic, Marco is little like those that would find pride in their murderous conquests. He is not the kind of man who would kill his mother or father, brother or child. Instead he is a man who could make a protective father, who was a loving older brother, and who would've cared for his parents into old age had they not wanted him to inherit an empire he never asked for.
The Occasionally Good Samaritan
Another shock for those used to different kinds of Rogues, Marco is not a man who would abandon those in actual, proper need. Instead he is the Rogue who would stop, face the others with a single question in mind, and worry in amber brown eyes. He would be the Rogue who asks if he should help, because that hero is doing their duty and sometimes protecting others isn't a hideous thing.
The Introverted Bookworm
It cannot be said that Marco is a people person, not when he is a man that needs his personal space and quieter times to thrive. When he isn't involved in Rogue shenanigans, the occasional bank heist, or robbery and jewellery stores, he is back at his apartment and curled up with a favourite novel. These books are often amongst the classical literature kind, and, in fact, he has a special fondness for anything written by the author Mark Twain.
The Well-Guarded Soul
Mistrustful and careful of those around him, you would be lucky to learn his first name, and the finder of a four-lead clover if he offered his second. This is an exaggeration, of course, but it illustrates the point that Marco is an extremely guarded person. He isn't the kind of man to tell his life story to a stranger or indulge the talkative barkeeper, and, even after years, there are still aspects of Marco that those closest to him do not know.
The Damaged and Retaliatory
Damaged and defensive, Marco follows the laws of retaliation. If someone hurts or wounds him, he is likely to return the favour a hundred fold. This isn't because he is the kind of man to think about revenge, however, as strange as that might sound in this kind of context. Instead this part of him stems from an instinctual need to protect himself.
The Possibly Neurotic
Marco struggles with what the cruel would call mood swings, trivial things to shake your head at and pay no mind, but the truth is more serious than those kinds of people would think. The fact is his moods and emotional states, depending on the stimuli, can be as temperamental as weather. He can be calm and patient one moment, temperamental at another, and there are occasions he can be angry and brooding. It would appear he is aware that this isn't necessarily normal, as he becomes frustrated when he realises he is acting in a way that doesn't make sense in context with the situation.
The Sarcastic Snarker
Underneath that unpredictability and those darker thoughts, Marco is quite a warm individual towards those he knows and is close to. He has a sarcastic charm and quiet wit about him, and a sense of humour that can favour deadpan delivery or something a touch more dramatic. He isn't the kind of man who would pull pranks on the police or his fellow Rogues, but, when the others need him and there's an opportunity for theatrics, he might claim the damsels should leave the work to him lest they ruffle their petticoats.
The Logical Problem Solver
Despite his occasional struggles with temperament and emotional stability, Marco is a logical, serious-minded, and focused thinker when it comes to approaching actual problems. It is because of this that he has the skill to be a better businessman than some might expect, though he doesn't care for it and is not a man motivated by money or material gain.
Powers:Weather Manipulation
Marco can manipulate and control weather and climate. This makes him a very dangerous man with a lot of power at his disposal. He has no interest in grand schemes to take over the world however, and is satisfied with his roots as a burglar and thief.
Geomagnetic control
Though an ability he doesn’t use quite as often as his weather manipulation, Marco also has control over the Earth’s magnetic fields. This grants him a particular type of control over magnetism, and the ability to turn the magnetic skills of other individuals against them.
Abilities:Genius Level Intellect
Criminal profilers have written that Marco is the most intelligent amongst the Rogues, and that, because of this, he is even more dangerous than Captain Cold. If this fact is taken into consideration alongside his various personality traits and faults, as well as the way his intelligence often surfaces, it is evidence that he might have Aspergers Syndrome.
Advance Memory
Marco has an incredible memory, but he uses it to remember dialogue and written word that others would probably find pointless. He can remember every book and word he has read, particularly the works of Mark Twain, his favourite author, and can easily quote them back at anytime. In fact he tends to do that often; quote Mark Twain.
Business Management
Though this might come as a surprise to some, given how he is far more interested in cops and robbers, Marco is a knowledgeable businessman. He proved this when he organised his family’s drug empire, turned it into an even more powerful force to be reckoned with, and made it into a business not easily rivalled.
Well Studied in Particular Sciences
Marco does not use his abilities with no understanding of what they do, and instead has acute knowledge in how his powers work. He is a quick study in the sciences behind the weather, climate and atmosphere, and also understands the science behind the geomagnetic fields.
Thievery and Burglary
Perhaps a simple skill set compared to what Mark is truly capable of, but robbery will always be his true passion. He can crack a safe, lock pick, pickpocket, and keep his footfalls quiet and sneaky.
Equipment:Weather Rod
The Weather Rod is a device that was invented by Marco to help channel his abilities, particularly when he works with lightning. He doesn’t need it to manipulate the weather and magnetic fields, but it does act as a kind of security blanket for the man. Without it he might feel uncomfortable with his own control.
Weather Wizard Costume
This costume is designed with his abilities and the harshest weather in mind. It is insulated against the cold and electrical currents, and is made from a hardy material that can withstand the strongest gale forces. Marco possesses a natural immunity to the weather, but it’s useful to have clothes that have the same resistance, isn’t it?
Weaknesses:Human Physiology
Although he is a powerful meta, Marco still possesses a human physiology. It has been shown that he can take a harder hit than most normal men, but that doesn't mean he can stand up to the likes of firearms or knives. If injured he will still bleed red and he is not immune to illness.
Suicidal Tendencies
Marco struggles with thoughts of suicide on occasion. He has tried to hurt himself before, and these same tendencies can lead him to become foolhardy in dangerous situations. It is wrong to presume that he believes he is invulnerable and can’t die, because the truth is he just doesn't care if he does.
Possible Neuroticism
Marco has what some have unkindly called ‘darker mood swings’. These mood swings can lead to his suicidal tendencies, or, something that is more dangerous to other people around him, can lead to him becoming particularly volatile.
Claustrophobia and Sensitivity
It would appear Marco might have a kind of claustrophobia, as he doesn't do well when in enclosed spaces, when locked within Iron Heights, or when confronted with situations where he feels his movements are restricted. It would also seem that he has a sensitivity to the weather, as it can affect his moods even though he has control over it.
Reminders of his Brother
Marco loved his little brother very much, and his death is something that haunts the man terribly. He was on the phone with his little brother when he was gunned down, something that means he heard the whole thing and was completely powerless to stop what happened to Claudio. Criminal profilers would note that reminders of Marco's brother are most dangerous.
Familial Connections
Hinted at through his protectiveness over the brother he once had, Marco is protective over anyone he has familial ties to. This includes his biological family, his extended family, and the other Rogues, of course. If anyone harms those he cares for, there will be one hell of a storm coming their way.
History:Marco was born in Guatemala, to a powerful drug lord and a man who had high hopes for his oldest boy. You see, as the older of two brothers, Marco was to be the heir to the empire. What time he didn’t spend with his younger brother, playing in the fields or around the family estate, he spent in tutelage. He was a quick study in all his subjects and picked up English quickly, but, as the years wore on, he grew disquiet with the life laid out before him. He never asked to be the oldest son, and he certainly never asked to inherit a drug cartel.
When it was about time he took over, Marco decided to run to America. His brother had always shown more interest in the family business than their older boy, who had quieter hobbies, an affiliation with thievery, and an ability to control the weather. His parents never made an effort to contact him after the move, but that was alright. It tore at Marco but he could cope, because his little brother stayed in contact. The two were still close.
That relationship would be torn apart by a barrage of bullets years later, after Marco had met the Rogues and settled into those old games of cops and robbers. It started with a fateful call, and ended with a shattered Marco. He was on the phone with his brother when Claudio was murdered in cold blood, gunned down, and torn to shreds. Marco had to live through the horror of hearing the whole thing but not being there to help.
After that he moved back to Guatemala for a time, so he could look after the cartel. He felt he owed that to his parents. He felt he owed that to his brother. He felt that if he didn't do that much, at least, he would prove himself a terrible member of the family. It was a life that didn't last long. It couldn't last long, not when it was only a matter of time until he discovered that his sister-in-law had ordered her husband killed.
The witch had murdered the little brother he loved so much, so Marco paid her back. He had intended to die as well when he brought that lightning strike down on top of their heads, but he survived, and, with little left for him to do, returned to America. The cartel had nothing for him now, so he would leave it to his surviving relatives. There was too much remorse and suffocating guilt back there, in Guatemala, but at least in America he had the Rogues’ game.
RP Sample:Marco touched down with a satisfied smile and ran a hand back through dishevelled, soaking wet hair, slicking it down for the moment. The area around him looked just as wet and dishevelled as the Weather Wizard, and there'd been a time when the other Rogues had looked much dryer and far less miserable. Marco found he didn't quite care that they might be grumpy with him.
What mattered was how he'd scattered the police, and freed his fellows from where they'd been surrounded, threatened with a trip to the penitentiary or Iron Heights. Once more Weather Wizard had saved the day. Now it was time for his praise -- or to rub a little salt in the wound for the sake of good humour. Either worked. "Are you unharmed, damsels? Or did the mean policemen ruffle your petticoats?"
There were irritated glares that followed his statement, while a strangled sound from Heatwave broke the quiet, and the man looked quite like he wanted to strangle their weather manipulator. Marco only regarded the other man with a look and a subtle tilt of his head, almost innocent. "What was that, Heatwave?"
Mick wasn't about to answer, but Len was as their soaked through and aggravated leader gave Marco the finger, voice low and almost deadpan. "Your princess is in another fucking castle, Mardon." With that eloquent delivery, Len pushed past Weather Wizard and stormed back toward their hideout, beneath a Keystone bar. He needed to change out of his wet clothes and fetch himself a damn beer.
Marco watched their leader move by him, and then moved to follow with a shrug of his shoulders, his stride lazy, unhurried and far from the trudge the others walked. He wasn't the least bit bothered by his soaking wet and dishevelled state, because weather was his domain and he liked the rain.
